
Judith C. Saltzman
Judith C. Saltzman practices special
education law on behalf of children with disabilities. Previously, Judith served as an
Impartial Hearing Officer for special education appeals in Ohio.
Judith joined Hickman & Lowder as an associate
in 2000 and became a shareholder in 2005. Before moving to the Cleveland area,
Judith practiced law in Boston, Massachusetts for over fifteen
years, specializing in disability, public health, and public
entitlement programs. As a Senior Attorney for Health and
Disability at Greater Boston Legal Services, she represented clients in administrative
forums and in federal and state court. She also worked as an
Assistant Attorney General under former Massachusetts Attorney
General James Shannon, and as Deputy General Counsel for the
Massachusetts Department of Public Health. Prior to law school,
Judith worked as a kindergarten teacher in the Chicago public
schools.
Judith was the first recipient of Greater
Boston Legal Services’ Memorial Service Award for Outstanding Client
Advocacy, presented for her leadership in class action litigation on
behalf of persons with disabilities.
Judith graduated from Northeastern University
School of Law in Boston Massachusetts, and earned a B.A. in history
from Wesleyan University in Middletown, Connecticut. She is
admitted to the state bars of Ohio and Massachusetts, the Federal
Bar, Northern District of Ohio, Southern District of Ohio, and
United States Court of Appeals for the Sixth Circuit.
